Rep. Kelly earned a 0-percent score in NARAL Pro-Choice America's 2011 Congressional Record on Choice.
Voted twice to block Planned Parenthood from receiving any federal funds, which would have denied millions of Americans access to contraception, cancer screenings, and other basic medical care.
Voted for H.R.3, a bill that would ban abortion coverage in state health-insurance exchanges; impose tax penalties on small businesses and many individuals who purchase private health plans that include abortion coverage; and make permanent several restrictions that block many women from accessing abortion care.
Voted to allow hospitals to refuse to provide emergency abortion care to women who could die without it.
On his congressional website, Rep. Kelly states:"I am pro-life and believe in the sanctity of human life, from conception until natural death. Protecting the unborn is a very important issue to me, and I was an active participant in the 2011 March for Life on January 23rd. "
Rep. Kelly received a 100-percent rating from the National Right to Life Committee in 2011.
Rep. Kelly compared the contraceptive-coverage policy to Pearl Harbor and the September 11th attacks. Rep. Kelly said, “I know in your mind you can think of times when America was attacked. One is December 7, that’s Pearl Harbor day. The other is September 11, and that’s the day of the terrorist attack. I want you to remember August the 1, 2012, the attack on our religious freedom. That is a day that will live in infamy, along with those other dates.”
