Rep. Neugebauer earned a 0 percent score in NARAL Pro-Choice America's 2011 Congressional Record on Choice.
Voted twice to block Planned Parenthood from receiving any federal funds, which would have denied millions of Americans access to contraception, cancer screenings, and other basic medical care.
Voted for H.R.3, a bill that would ban abortion coverage in state health-insurance exchanges; impose tax penalties on small businesses and many individuals who purchase private health plans that include abortion coverage; and make permanent restrictions that block many women from accessing abortion care.
Voted to allow hospitals to refuse to provide emergency abortion care to women who could die without it.
On his congressional website, Rep. Neugebauer states: "It is important that our laws and government respect human life. Abortion is a very personal and emotional issue for Americans. I believe the sanctity of human life must be honored and the rights of the unborn need to be protected from the point of conception. I will continue to work closely with fellow members of the bipartisan Pro-Life Caucus to ensure that abortion is not supported by federal funds and that the rights of the unborn are protected."
Rep. Neugebauer said: "While in Congress, I have strongly supported the sanctity of life and have worked diligently to find ways to prevent abortions. Some of the bills I have cosponsored include: the Right to Life Act, the Child Interstate Abortion Notification Act, the Human Cloning Prohibition Act of 2007, the Unborn Child Pain Awareness Act of 2007 and the Sanctity of Human Life Act."
