Department of the Interior, Environment, and Related Agencies Appropriations Act, H.R.3354 (omnibus appropriations bill). Final Passage. Appropriations bill that defunds Planned Parenthood, eliminates funding entirely for critical family-planning services through Title X and international programs, and includes anti-choice policy riders such as restrictions on abortion care for women who obtain their healthcare coverage through the federal government, prohibitions on abortion coverage in the private market, a broad new refusal law, a ban on federal funding for fetal-tissue research, and codification of the global gag rule. Passed 211-198. A pro-choice vote (✓) was against the bill (9/14/17).
